Regarding OPR 2024-0049, out of the goodness of their heart, GU is proposing to allocate the city $4.3MILLION dollars over 3-years to put solar panels, batteries, and EV charging stations at the NE Central and West Central community centers, 2 libraries, and the Carl Maxey Center. And this one-time bribe of grant money to the City's coffers comes with the string attached that the city will assist GU with creating a community resilience hub "training and certification process", including funding a minion for the council in the form of a "Sustainability Initiatives Manager" and part of the salary for a city minion called the "Emergency Management Director". Oh yeah, and on top of our federal tax dollars funding these unnecessary positions, the city also gets to cash in a "10% for indirect administrative costs".
Now that we've exposed the "bribe", er, I mean “incentive”, portion of this item, let's move onto the references of the bogus "Beat the Heat" sham report put out by the GU Climate Institute, whose seemingly only real purpose I can find is to collect government grant dollars to fund purposefully biased studies to produced purposefully inflammatory reports that are intended to drive the Institute to purchase services from the company that funded the position that performed and completed the biased study in the first place.
I've written the Climate Director, Brian Henning, and the Spokesman reporter and editorial staff several times with specific, irrefutable data points that expose the Beat the Heat report as fraudulent. The Spokesman has never replied. Mr. Henning replied once, but never again after I outlined the obvious holes and logical fallacies in his response, I presume because when the emperor has no clothes, he is relegated to hiding in the closet.
After doing a total of 2 hours of my own research, I completely debunked the A1-aboveTheFold-article that the Spokesman owes all of us a retraction. The position GU used to perform the study was funded by, and the person resource provided by, the company that sells the services GU subsequently is asked to pay for. The study claims in its own literature that it is purposefully intended to be a biased study meant to come to a foregone conclusion. The study talks about heat islands and hyperthermia deaths, when all of you who have been here for more than a month know that Spokane suffers 2-to-4 TIMES as many hypothermia deaths every year, so if that is your measure then you all should be clamoring for MORE climate change, and that's with the fraudulent inclusion by the researcher of 25% of the deaths included in the study being actually OUTSIDE the city. The study makes purposefully scary red and orange maps that include huge swaths of the city where they didn't even take measurements!
Having noticed the SRHD referencing the Beat the Heat study on their webpage, I wrote the SRHD about the fraudulent nature of the study. Their reply was they would look into it and get back to me. I have received no reply from the subsequent times I've written the SRHD asking for their conclusion of their looksee. Then again, I'd expect nothing else from the SRHD, which should hang its head evermore in shame for their complete failure to the constituent citizenry during their abhorrent response to covid.
All of this to warn you to be careful of and to critically question ANYTHING that comes out of the GU Climate Institute, for, from what I can tell, they have demonstrated nothing except parroting the deceptive narrative that perpetuates their everlasting and fraudulent search for grant funding, even at the expense of the Spokane community which has openly welcomed them for so long.

I come before you for the 3rd time identifying that whoever wrote this did a magnificently terrible job of it, that the wording of this ordinance is unworthy of being included in our Spokane Municipal Code, and that you should reject it for the sole purpose of sending it back to be written in a clear fashion, that utilizes the definitions included in the Ordinance, and that specifically and clearly outlines the process, so the citizenry are enabled to engage in the process. As written, it is a bunch of gobbledygook that will be used by those who are more than willing to throw deliberative process out the window if it means they get the results they want, and those of us who are willing to live by the rule of law even when we don't agree with the results will be handcuffed by an opaque process that has no guardrails for civic engagement.
Hopefully you vote this down, and my offer to volunteer to help write a coherent ordinance remains on the table. However, assuming there's at least 5 of you who fall into the camp of being willing to throw opportunity for meaningful civic engagement out the window if it means you get the result you want, I hope you will at least take to heart that this is an example of ineptitude and prevent whatever staffer helped you write it from writing anything else in the future that will become Spokane Municipal Code.

As part of a Public Records Request, which indicated the previous Council President (what's the polite way of putting it when you want to say lied?) misrepresented herself as not wanting to denounce the Mayor in email replies to her constituents, when in reality she wrote other emails indicating otherwise and we all know her actions speak loudest in that she ultimately voted to denounce the mayor smack-dab at the end of an election campaign.
There are many Christians who spoke in favor of the mayor's freedom of religion and speech, and others who spoke against the mayor's freedoms. The current Council President was a recipient of a common letter signed by spiritual leaders of several ministries, calling the "Let Us Worship" rally a promotion of white supremacy and Christian nationalism. Signees of that letter claimed themselves as representatives of these organizations:
